In 2017, the South Australian Government approved DPC Circular 044 - South Australian Funding Policy for the Not-for-Profit Sector(DPC Circular). The aim of this policy is to support and strengthen collaborative partnerships between the government and the not-for-profit (NFP) sector. It provides a consistent approach to all aspects of SA Government funding, sets clear requirements for public authorities, reduces the administrative burden on NFPs and maintains their independence.

The DPC Circular is based on best practice principles for government and NFP funding relationships including:

  • Robust planning and design
  • Collaboration and partnership
  • Proportionality
  • An outcomes orientation
  • Achieving value with relevant money
  • Governance and accountability
  • Probity and transparency
  • Community development principles

A standard NFP funded services agreement has been developed to simplify and standardise the contracting process for NFP funded services, where up-front payment to NFP organisations is required.

Since 1 July 2017, mandatory indexation applies to all multi-year funding agreements between South Australian Government agencies and NFP organisations, with some exceptions.

Not for Profit Community of Practice

The Not-For-Profit Sector Communities of Practice (NFP-CoP) was established following the release of the South Australian Government’s Response to the Review of the Effectiveness of the Not-for-Profit Funding Policy,(the Response) which was delivered in May 2021.

The NFP-CoP work together to encourage collaborative partnerships between government and the NFP sector by promoting and encouraging innovation and improvements to NFP procurement practice.

The NFP-CoP is co-chaired by one representative from the NFP sector and one Public Authority representative. Membership includes representation from across the NFP sector and SA public sector.
