The SA Government Procurement Framework centres on five key principles including maximising the opportunity for South Australian business participation and improving engagement with industry.

Forward Procurement Plan

Public authorities within SA Government use the online Forward Procurement Plan (FPP) to inform current and potential suppliers about future procurement opportunities.

Public authorities use the Procurement Activity Reporting System (PARS) to record upcoming procurement activities it intends to undertake. Theses are then published on the FPP prior to approaching the market.

By 1 July of each calendar year, public authorities provide, through the PARS, a description of all known forecast procurements:

  • valued above $55,000 (incl. GST), for the next 24-month period; and
  • for construction projects valued above $10 million (incl. GST), for the next 36-month period.

The information required includes:

  • a brief description of the need
  • the type of market approach
  • the likelihood of the procurement activity proceeding
  • email contact information for suppliers to register their interest (This should be a person not generic mailbox)

At a minimum, a procurement above $55,000 (incl. GST) will be added to the PARS and published on the FPP at least 3-months prior to the public authority approaching the market.

Reporting

Reporting of the procurement and contracting activity of government enhances decision-making, provides insights into trends and opportunities to maximise the expenditure of public money.

All public authorities subject to Treasurer’s Instructions 18 Procurement report in line with the Reporting Schedule.

Public authorities use the PARS to submit information outlined in the Reporting Schedule unless the public authority’s procurement reporting system is integrated with the PARS.

ContractingThis information is used to collect the details of contracts entered into by SA Government. This is used to identify the value and volume of contracting activity and provides data such as contracts let to South Australian businesses.
Operational This information is used to identify opportunities to improve the procurement framework.
Financial (spend data)This information is used to identify spend by SA Government for goods, services and construction procurement. This can identify spend by certain supply categories, markets or a specific cohort such as spend with Aboriginal Business, in a given time period.
