SA Government public authorities use centralised contract arrangements to buy common goods and services to support government operations. These are commonly referred to as across government contracts and are either sole supply or panel (multiple supplier) agreements.

Procurement SA is responsible for establishing and managing the majority of the State’s high value, complex and strategic arrangements which include contracts for ICT equipment, software licensing, professional services, travel, energy, fuel and much more (refer below list). These contracts aim to:

  • achieve value for money by using the collective purchasing power of government; and
  • standardise and streamline how government buys from suppliers.

These contracts may be:

  • open – new suppliers can apply to join during the period of the contract.
  • dynamic – suppliers may be added to or removed from a contract at the discretion of Procurement SA.
  • closed – new suppliers cannot apply to join during the period of the contract. However, where there are compelling reasons to do so, some arrangements may be opened at times for new suppliers to be added.

Dependent on the nature of each contractual arrangement, use of these contracts by public authorities may be either mandatory or optional.
